District decision making in democratic dictatorships

There are those who speak of two kinds of dictatorship - democratic dictatorship which is ruled covertly , and openly ruled dictatorship - where everything is determined by the will of one person.
A good example of the flaws of district decision making and committee / guild decision making is an event which is still remembered in Ireland.
A woman died because the committee in her community shut down the heat in her apartment despite it was the middle of one of Ireland´s coldest winter period.
The Cult of Carbon Con had been having a field day and then winter came - and the committee took advantage of it.
A good example of a stupid district decision made recently was a ban on Halloween costumes somewhere. Someone had said on a page that Halloween is evil and should be banned , and dismantled or whatever , and someone took advantage of it.
People are celebrating coming together on Halloween and the idea behind the ban is to break down as many spirits as possible , just like that stupid shitty Codex Amilentarius thingy.
So , districts and guilds and committees should not be allowed to intervene in peoples´affairs. We often hear about ministers and politicians deciding to create this or that committee on this or that topic - when that should be a decision of the people , not a few politicians.
The people are rising and are fed up with this nonsential district and committee decision making shit.
And as the shit keeps hitting the fans , the districts and committees keep feeling it.
They will not tolerate their civil liberties being decided upon by international banksters and guilds.
It is supposed to be a bank´s business to aid the community financially , not work with the community´s enemies.
In a world without guilds and districts , there´d be no guilds and districts to make decisions.......
